Revisiting Access to Cultural Heritage in the Public Domain: EU and International Developments
This article analyses intellectual property rights in reproduction media generated around public domain works through key case law and legislative instruments, namely Article 14 of the Copyright and the Digital Single Market Directive and recast Open Data Directive. It also sets out recommendations for Member States and cultural heritage institutions to satisfy open access goals.

Response to the EU Consultation on Digital Cultural Heritage and Recommendation 2011/711/EU by SCuLE, University of Exeter
This consultation response argues greater clarity is needed around obligations to release reproduction media of public domain works, and recommends these obligations should not apply to collection objects acquired during periods of colonisation. It also appeals to the Commission to dedicate sufficient funding to support digital transformation of the cultural sector.

EnDOW Report 3: Current Best Practices among Cultural Heritage Institutions when Dealing with Copyright Orphan Works and Analysis of Crowdsourcing Options
The final EnDOW Report examines the different approaches that cultural heritage institutions in the UK, Netherlands and Italy have taken to orphan works identified in their collections, and explores crowd-sourcing as a potential solution to the challenges presented by diligent search. The report finds a range of practice, from strict compliance to risk-based approaches inside and outside the law of copyright, and a willingness to explore crowd-sourcing from some institutions.
